No. Only dependent children who are under 17 years old are eligible for an additional $600 stimulus payment, which goes to the taxpayer who claimed them on their 2019 tax return.
Some stimulus proposals have included adult dependents, including approximately five million 17- and 18-year-olds, four million college students aged 19-23 and five million adult dependents like elderly parents. Most recently, Bidens American Rescue Plan includes $1,400 payments for adult dependents.

The IRS is releasing regular updates on the status of second stimulus checks. They said the first direct deposit payments were sent on December 29th, 2020. These will continue for the next couple of weeks. Physical checks will be mailed starting December 30th, 2020.

Qualify For Both 2020 And 2021 Checks
Didnt qualify for the first stimulus checks? You might be able to this year as an expat! Each value of stimulus checks comes from calculating previous years tax returns. Therefore, some US citizens werent eligible to receive the check.
However, for US citizens abroad, previous tax returns can be re-evaluated for 2021. This is based on your 2020 income. But, its only if you earned less income in 2020 or claimed the Foreign Earned Income Exclusion to lessen adjusted gross income. Additionally, if you need to file an expat tax return for tax season 2020 and normally dont need to file, you can be eligible for something else: The Recovery Rebate Credit. This is only possible if you did not receive the full $1200 stimulus check amount. You can claim the recovery rebate on one of the MyExpatTaxes forms found in our software. Then the credit will either lower the amount of US taxes you owe or increase the tax refund amount.

Get My Payment Says Payment Issued But I Haven’t Received It
The IRS says that it may take three to four weeks to receive a check after it’s mailed. If it has been weeks since the Get My Payment tool says the payment was mailed, and you haven’t received it, you can request a payment trace. The IRS will research what happened to your check if the check wasn’t cashed, you will need to claim the “Recovery Rebate Credit” on your next tax return. If the IRS finds that the check was cashed, you’ll receive a claim package from the Treasury Department with a copy of the cashed check and instructions on filing a claim.
Similarly, if the Get My Payment tool says your payment was direct-deposited, but the money doesn’t show in your bank account after five days, first check with your bank. If the bank says it hasn’t received a payment, you can request a payment trace.

If I Owe Back Child Support Will I Still Get A Payment
Yes. If you owe back child support, your stimulus payment cannot be garnished to pay that debt. The same is true if you owe federal or state debts: your stimulus payment cannot be garnished. Your payment wont be levied by the IRS, either.
This is different from the CARES Act, which specified that if you owed back child support, your stimulus payment would be garnished.
Who Will Receive A Second Stimulus Check
The latest round of Federal stimulus checks is not universal. Only certain Americans will be eligible to receive one.
Suppose you are a single taxpayer with an adjusted gross income of more than $75,000, a head of household reporting an adjusted gross income of more than $112,500, or married filing jointly with a gross income of more than $150,000. In that case, you will not be eligible to receive the full check.
The value of the stimulus is $600 for single taxpayers, $1,200 for taxpayers married and filing jointly, plus an extra $600 check per dependent child under the age of 17.
If your adjusted gross income is above these limits, the value of the check will gradually start to phase out. For taxpayers with an adjusted gross income of more than $87,000, or $174,000 for married filing jointly, assuming they have no dependents, they will not be eligible for a second stimulus payment.
The eligibility rules have not changed from the first check. Only Americans with a valid Social Security number are eligible to claim. Also, you must not have been claimed as a dependent on another taxpayers 2019 return.
There have been some changes to help out mixed-status households, however. If you do not have a social security number, you may still be able to receive $600 per individual and $600 per dependent child under the age of 17 as long as they do have Social Security numbers. During the first round of stimulus checks, mixed-status households were excluded entirely.
Electronic Delivery Of Payments
The Social Security Administration no longer mails paper checks, although the U.S. Department of the Treasury does occasionally make some isolated exceptions to this rule. Otherwise, there are two ways you can receive your benefits:
- You can request direct deposit. Payments will be automatically posted into your bank account on your payment date.
- Your benefits will be paid to a Direct Express debit card if you dont have a bank account or you dont sign up for direct deposit. Payments are automatically posted to your card account on your payment day. The card works anywhere that takes Debit Mastercard and you can use it to get cash at ATMs, cash back at the grocery store, or to set up automatic payment of your monthly bills.
You have a third option if youre receiving Social Security disability benefits. You can set up an Electronic Transfer Account with the SSA, which will make automatic payments on your behalf from your disability benefits.

What To Do If You’re Missing Money From The First Two Stimulus Checks
Plus-up payments are going out weekly along with the third round of checks, but they may not be the only money you’re due. For money missing from the first two checks, you need to claim that on your 2020 taxes. We suggest making sure you know how to find out your adjusted gross income. You may be eligible to claim the 2020 Recovery Rebate Credit for claiming missing money from the first two checks.
Also, last week, the IRS launched a new online for familes that don’t file taxes called the “Non-filer Sign-up Tool.” Its purpose is to help eligible families who don’t normally file a tax return enroll in the monthly child tax credit advance payment program, which is slated to begin July 15. However, the tool is also for those who did not file either a 2019 or 2020 tax return and did not use the previous nonfilers tool last year to register for stimulus payments.
In other words, individuals who experience homelessness or make little or no income can use this tool to enter their personal details for the IRS’ records so as to receive the $1,400 stimulus checks or claim the recovery rebate credit for any amount of the first two rounds of payments that might have been missed. Tax nonfilers may need to be proactive about claiming a new dependent, too.
Fourth Stimulus Check Possible Timeline
Right now, there is no fourth stimulus check timeline or fourth stimulus check release date. Until legislation is in motion, we cant say how soon more relief money might arrive. We cant say whether more relief money is coming, at all.
That said, the third stimulus check timeline happened rather quickly following Bidens inauguration Jan. 20. It only took a few weeks for Congress to debate his American Rescue Plan. Once the president signed the bill on March 11, $1,400 checks were put in motion.
The IRS can begin sending out possible fourth stimulus checks in the same manner it sent the previous stimulus payments. Since the framework is already in place, Americans could begin receiving the fourth stimulus checks about two weeks after a relief bill allowing another round of direct payments is approved.

When Will A Second Stimulus Check Be Issued
The government began sending direct deposit payments on December 28, 2020. Paper checks were sent out starting on December 30, 2020.
Payments are automatically sent to:
- Eligible individuals who filed a 2019 tax return.
- Social Security recipients, including Social Security Disability Insurance , railroad retirees, and Supplemental Security and Veteran Affairs beneficiaries.
- Individuals who successfully registered for the first stimulus check online using the IRS Non-Filers tool or who submitted a simplified tax return that has been processed by the IRS
There is no action that you have to take to get your second stimulus check. People who provided their banking information with the IRS shouldve received their stimulus checks by direct deposit. Social Security and Veterans Affairs beneficiaries who received the first payment via Direct Express shouldve received the second payment the same way.
The IRS sent paper checks or prepaid debit cards to people who did not provide their banking information. Mailed payments may be delivered in a different format than the first stimulus check.
All second stimulus checks were issued by January 15, 2021. If you didnt get a second stimulus check by then , you can claim your second stimulus check as the Recovery Rebate Tax Credit on your 2020 tax return or use GetCTC.org if you dont have a filing requirement.
What To Do If Youre Still Waiting For A Stimulus Check
The IRS has created a specific tax credit for eligible taxpayers who didnt get the stimulus money that was owed to them according to legislation that passed in 2020 . Its called the Recovery Rebate Credit. Youll find it on line 30 of your 2020 tax return.
For the fastest processing, the IRS encourages citizens to file 2020 tax returns electronically. The agency has not yet announced when you can start filing 2020 tax returns. As the situation unfolds, more information may become available.

The IRS is the best source for when and how your stimulus payment will be distributed. You can check the status of both your first and second payments by using the Get My Payment tool, available in English and Spanish only on IRS.gov. The tool is being updated with new information, and the IRS anticipates the tool will be available again in a few days.

The framework of the new stimulus bill echoes that of the March CARES Act, according to Treasury Secretary Steven Mnuchin.
We’re talking about the same provision as last time, so our proposal is the exact same proposal as last time,” Treasury Secretary Steven Mnuchin, who is negotiating with lawmakers on behalf of the White House, told reporters last week.
Mnuchin also represents the IRS, the government bureau tasked with distributing stimulus checks to those who qualify. If and when stimulus check 2 is passed, the IRS will once again employ a system for sending checks via direct deposit and mail.
Though the IRS faced several setbacks while sending stimulus checks throughout spring, it more or less managed to get payments to everyone eligible. Hopefully we’ll see a smoother process the second time around.
But when will those payments come? It depends on when the Senate can pass the next stimulus package and send it to the president for approval. Here’s what we know about how soon that could happen.

Advance Child Tax Credit
The expanded and newly-advanceable Child Tax Credit was authorized by the American Rescue Plan Act, enacted in March. Normally, the IRS will calculate the payment based on a person’s 2020 tax return, including those who use the Non-filer Sign-up tool. If that return is not available because it has not yet been filed or is still being processed, the IRS will instead determine the initial payment amounts using the 2019 return or the information entered using the Non-filers tool that was available in 2020. If an eligible taxpayer did not file for 2019 or 2020, they may use a new online Non-filer Sign-up tool to register for the monthly Advance Child Tax Credit payments.
To make sure families have easy access to their money, the IRS will issue these payments by direct deposit, as long as correct banking information has previously been provided to the IRS. Otherwise, people should watch their mail starting on or after July 15 for their mailed payment. The dates for the Advance Child Tax Credit payments are July 15, August 13, September 15, October 15, November 15 and December 15.

You Havent Received Your Second Stimulus Payment Yet
Many people will receive stimulus payments by direct deposit, according to the IRS. If you paid 2019 federal taxes via direct debit or received a tax refund by direct deposit, you will likely receive your second stimulus payment the same way. The majority of these payments have already been issued. If the IRS does not have your correct, up-to-date banking information, youll receive payment by mail or debit card .
Social Security or other beneficiaries who use Direct Express cards and received the first round of stimulus on that card can expect the same this time. Otherwise, payment will come by mail.
Generally, you can expect to receive your payment in the same form you received the first stimulus payment under the CARES Act in early 2020. But thats not the case for everyone. If the IRS is unable to make a direct deposit, your payment may be sent by mail. And if your first stimulus payment arrived via paper check, you could receive a debit card this time, and vice versa.
The best way to track how and when youll receive your stimulus payment is with the IRS Get My Payment tool. This tool can tell you when your payment was sent and whether itll arrive via direct deposit or mail.
And while Jan. 15 is the IRS deadline, you may not actually receive payment by that date. After your payment reports as mailed on the Get My Payment tracker, it may take up to three or four weeks to receive the check or debit card, the agency says.
Waiting On Your Stimulus Check
Were sorry to hear. Getting a stimulus check can be tricky as an expat. Our survey back in May showed that expat survey-takers top concerns for not receiving their checks were:
- The check was sent to an address from the 2018 tax return, and not the recipients current address.
- The IRS says the check was sent but the recipient didnt receive it.

To speed delivery of the payments to reach as many people as soon as possible, the Bureau of the Fiscal Service, part of the Treasury Department, will be sending a limited number of payments out by debit card. Please note that the form of payment for the second mailed EIP may be different than for the first mailed EIP.
Some people who received a paper check last time might receive a debit card this time, and some people who received a debit card last time may receive a paper check.

Payments being sent out this month are largely based on the most recent tax returns the IRS has available, for 2019. The amount you receive as an initial payment will be based on that data, though you may be eligible for more.
Eligible individuals with an adjusted gross income under $75,000, heads of household under $112,500, and married couples filing jointly under $150,000 are eligible for the full $600 payment. After that, payments phase out with reduced payments up to $87,000 in income for individuals, $124,500 for heads of household, and $174,000 for married couples filing jointly. Children under 17 claimed on 2019 federal tax returns each qualify for an additional $600, while children 17 and older and adult dependents are not eligible.
Even if you dont typically file tax returns, you can still receive your stimulus payment. It wont be issued automatically, but you can get it in the form of the Recovery Rebate Credit when you file your 2020 taxes.
In fact, anyone who believes they didnt receive the full payment for which they are eligible can reconcile the lost amount as a Recovery Rebate Credit on 2020 federal tax returns using Form 1040, the basic form most people will use when they file taxes.
