New Stimulus Checks Could Start Hitting Your Account Automatically

Lawmakers continue to urge the White House to approve a fourth stimulus check for Americans who are struggling financially, with some proposing that future relief be tied to economic conditions, meaning stimulus checks might hit bank accounts automatically.

As Newsweek reported on Wednesday, the White House has been sent two letters, signed by 26 Democrats, pushing for the enactment of so-called automatic stabilizers for expanded unemployment and stimulus checks. They say this will help prevent the kind of partisan gridlock that stalled relief packages during the COVID-19 pandemic.

Automatic stabilizers would help lawmakers avoid negotiations tied to each relief package. One possibility is to use unemployment as the stabilizer, though any economic indicator might work.

With legislation that includes unemployment as an automatic stabilizer, the number of jobless Americans who fell below a predetermined level would trigger a relief payment. When the unemployment rate rises above that level, the relief would be automatically pulled back.

How Do The $300 Unemployment Benefits Work

Anyone getting state unemployment has been getting the federal money since the CARES Act passed in March of 2020. But the federal bonus was $600 in that original COVID-19 relief package.

That expired in July of 2020 and was replaced by a $300-a-week federal bonus. President Donald Trump signed a bill in December that extended that program through March 14, 2021.

ARPA essentially picks up where the last bill left off. As with the previous benefits, you must be unemployed because of COVID-19 and, depending on where you live, you may need to complete regular work search requirements to remain eligible.

You need to apply for the extra benefits through your states website. That has proven a challenge in many states where antiquated computer systems were overwhelmed and started wheezing like a 1988 Chrysler LeBaron with 593,842 miles on the odometer.

Those problems have been mostly resolved, though a little patience might still be called for. New applicants will need to provide income and unemployment records.

ARPA allocated $300 billion for unemployment payments, but the Labor Department warned it might take a few weeks for states to tweak their computer systems to account for the extension.

The period between March 14 and Sept. 6 spans 25 weeks. If the payments were to pick up immediately, thats $7,500 extra in federal money for individuals. ARPA also increased the maximum period of benefits from 50 weeks to 79 weeks.

Will There Be A Lapse In My Benefits

Any delays will be less severe than the , says Elizabeth Pancotti, a policy director at Employ America, labor policy think tank. This is mainly because there wont be a legal lapse in benefits, since the American Rescue Plan was passed before the previous measures are set to expire on March 14.

There could be a delay of maybe two weeks, but I wouldnt call it a lapse, says Andrew Stettner, an unemployment researcher with The Century Foundation, a progressive labor and employment think tank.

Stettner also says its less likely that people will be immediately cut off from receiving unemployment benefits on March 14, as the previous law enabled many individuals to receive unemployment benefits through April 10 depending on when they filed the claim.

I do believe that the vast majority of states will be able to get benefits up and running by April 10, Stettner says.

We really think most people will get continuous benefits this time, Stettner said.

No. There is not supposed to be, at least.

The bill states that during the period beginning on Jan. 31 and continuing 120 days after the end of the national emergency declaration, lenders and others should mark your credit file as current, even if you take advantage of payment modifications.

If you had black marks in your file before the virus hit, those will remain unless you fix the issues during the emergency period.

Credit reporting agencies can make errors. Be sure to check your credit report a few times each year, especially if you accept any help from any financial institution or biller this year.

What if I find black marks anyway?

File a dispute with the credit bureau, but it may take a while to fix them. The Consumer Financial Protection Bureau has told credit bureaus and others that during the pandemic they can take longer than the usual 30 to 45 days to meet the dispute-response deadline, as long as they are making good faith efforts.

Second Stimulus: 3 States Will Start Paying $400 In Weekly Unemployment Benefits Not $300

    With a number of states already approved for the Lost Wages Assistance Program, at least three states have announced that they will be paying 400 in enhanced unemployment benefits rather than the promised $300. Although President Donald Trump’s executive order, which made the benefit possible after negotiations collapsed on Capitol Hill, called for an extra $400 weekly, $100 of that is required to be paid by the state. As a result, multiple states have already announced they will not pay that extra sum, as they cannot afford it.

    Currently, Montana, West Virginia, and Kentucky have confirmed that they will reach into their own pockets to ensure their unemployed residents receive the full amount of funding, according to Forbes. The Associated Press reports that Montana, the eighth state to be approved by FEMA for the program, will pay the incremental $100 weekly state benefit from the $1.25 billion it received as part of the CARES Act. With the full $400 weekly enhancement, unemployment payments will range between $560 to $950.

    West Virginia is following a similar route, with intentions to utilize its CARES Act allotment, also $1.25 billion, for the extra $100. Gov. Jim Justice vowed that “West Virginia’s gonna pay it,” stating that, “We’re going to pay it and very willingly we’re going to pay it,” MetroNews reported. Justice has estimated that paying the extra money will cost the state $26 million each week. He said that “at he end of the day, we’ll figure it out.”

    March 14 will be the last day for bonus unemployment checks unless President Joe Biden’s $1.9 trillion COVID-19 relief plan gets through Congress before. It already passed the House of Representatives and is currently in the Senate where the provisions such as a third stimulus check, Child Tax Credit and the eviction moratorium are being debated on.

    Friday saw some changes to the extension of unemployment benefits. The House bill called for $400 bonus checks to last until the end of August, however, because the Senate will be adjourned during that period, there was a plan to extend the payments at a lower amount. Instead of $400, the new plan would drop the bonus checks to $300 and have them expire on Sept. 6. This plan has yet to be passed by the Senate and could still change before it’s added to the relief bill.

    How Does The Mixed Earner Unemployment Compensation Work

    The mixed earner and unemployment compensation is meant to supplement the incomes of freelancers and gig workers who also happen to rely on traditional W-2 income.

    An example of who this applies to would be a freelance photographer who buses tables on the side. Qualified applicants receive an additional $100 along with the standard $300 federal benefit.

    In the spring, that usually meant that neither of you was eligible for payments. Now, when two people are married and filing their taxes jointly and only one spouse has a Social Security number, they will be eligible for a single $600 payment. Each of their children with Social Security numbers would also be eligible for the $600.

    This change would be retroactive, which means that you could use your 2020 tax return to claim the payment that you did not get in the spring.

    States Took Weeks To Set Up The First Round Of Programs

    Many states were overwhelmed by the unprecedented number of people filing for unemployment when the pandemic forced businesses across the country to shut down. Millions of people waited for weeks to start receiving the money. It took some of them months to stand up another program created by Congress that provides benefits to gig workers and the self-employed, who arent traditionally eligible.

    That program was in many ways more straightforward than the one states will have to stand up for the latest benefit, said Indivar Dutta-Gupta, a law professor and co-executive director at the Georgetown Center on Poverty and Inequality.

    The thought of them doing it in two weeks is kind of unbelievable, he said, noting that some states may end up paying the new benefit to people as one lump sum.

    For those who think government monetary assistance ended with the latest $1,400 coronavirusstimulus checks, know that there is great news.

    According to a new Treasury report, roughly 7.3 million tax returns processed by the Internal Revenue Service appear to qualify for these new unemployment tax refunds that are part of President Joe Bidens $1.9 trillion American Rescue Plan. The data further revealed that those tax returns reported a total of $87 billion in unemployment benefits.

    The presidents ambitious legislation was able to waive federal tax on up to $10,200 of unemployment benefitsor $20,400 for married couples filing jointlythat were received in 2020.

    Unemployment benefits are typically treated as taxable income, according to the IRS.

    Keep in mind, however, that households with $150,000 or more in income are ineligible for the new benefits.

    The IRS has confirmed that it will issue the refunds automatically to taxpayers who qualify.

    The first refunds are expected to be made in May and will continue into the summer, it added.

    Federal Unemployment Benefits Have Ended

    Federal unemployment benefit programs under the CARES Act ended on September 4, 2021. You will no longer be paid benefits on the following claim types for weeks of unemployment after September 4:
