A few hours after the House passed the bill, it was signed into law by President Trump.
In a signing statement, Trump suggested he could gag the Special Inspector General for Pandemic Recovery insofar as his constitutional powers as president enabled him to block the SIGPR’s reports to Congress. According to The New York Times, the statement was consistent with Trump’s “history of trying to keep damaging information acquired by an inspector general from reaching Congress”.

What If I Don’t Receive A Third Stimulus Check
Those who don’t file tax returns, including those who earn little income and recent college graduates, may have to wait until they file a tax return in April 2022 to get their stimulus rebate if they didn’t file a tax return for 2020 taxes or submit “non-filer” information to the IRS last year. Married couples with incomes below $24,400 and individuals with incomes under $12,200 fall into this category.

A Higher Stimulus Payment Per Dependent Child With Fewer Exclusions
In last March’s stimulus bill, families received $500 per dependent child. In December’s bill, the amount was $600. In this third round, the proposed payment for families that meet the income requirements is $1,400 per child.
In addition to receiving significantly higher payments, all dependents claimed on a tax return are now eligible for the direct payment, regardless of age.
The first two packages excluded dependent children ages 17 and older, as well as dependent adults. This meant that many parents covering costs for their high-school seniors got no extra help.
In this new stimulus plan, taxpayers who cover over half the costs for college students, adults with disabilities and elderly dependents will see a $1,400 payment for each dependent they support.
As the bill is written, dependents will qualify for the full $1,400 payments according to the same income requirements as the tax filers who support them, which are:
- Individuals with an Adjusted Gross Income of $75,000 or less
- Heads of household with an AGI of $112,500 or less
Taxpayers whose AGIs are above those limits but up to $80,000, $120,000 and $160,000, respectively, still qualify for a scaled-down payment.
Dependent payments will be sent directly to the taxpayer, not the dependents themselves.
How Will The Irs Know Where To Send Your Check
The IRS will use the information it already has to issue the third round of stimulus payments. If you have direct deposit information on file with the IRS you will receive your payment via direct deposit. If you don’t have direct deposit information on file with the IRS you will receive your payment as a check or debit card in the mail.

Who Is Eligible To Receive A Stimulus Payment
Generally, U.S. citizens and green card holders are eligible for the stimulus payments. Also, the new law expands who is eligible for a stimulus payment.
In the first round of payments, joint returns of couples where only one member of the couple had a Social Security number were not eligible for a payment unless they were a member of the military. These families are now eligible to receive a stimulus payment, including the additional payment for their dependent children. The new law also made this expansion retroactive to the first round of stimulus payments. If your family did not receive the first stimulus payment because only one spouse had an SSN you can claim the Recovery Rebate Credit when you file your 2020 federal income tax return.

Those with AGI of $75,000 or less , or $112,500 as a head of household, or $150,000 filing jointly, will be eligible for the full amount. The payment will phase out by $50 for every $1,000 of income over the threshold income.
The IRS uses your 2020 tax return to determine the amount of CTC. If the 2020 return isnt available, then the IRS will use your 2019 tax return. The IRS announced on December 29 that it has started sending out the second round of stimulus checks to millions of Americans. Treasury Secretary Steven Mnuchin said that direct payments would go out a few days after the President signed the bill, and paper checks will take the longest.
For a comparison, the first stimulus checks already went out to the vast majority of Americans who are eligible for one. What about children? Parents should get an extra $1,400 for each child that they claimed as a dependent on their 2020 tax return. This is a change from the first and second stimulus checks, where only children who hadn’t reached age 17 could qualify for the stimulus money.
What about people who don’t pay taxes? There is no requirement that you paid taxes or filed a tax return in 2020. This means that even those people whose only source of income is Social Security retirement or disability benefits, Supplemental Security Income , or veterans benefits are eligible for the $1,400 payment.
Those who receive monthly Social Security benefits, Railroad Retirement benefits, SSI, or veterans benefits should automatically receive the stimulus check whether they filed tax returns or not.
