Another Stimulus Check Coming

There were more than 2.8 million people who signed a Change.org petition last year calling for recurring monthly $2,000 payments, with 21 Democrat senators going as far as to sign a letter on March 30, 2021, that said the $1,400 payment would not help people for too long.

However, the recurring payments didn’t gain enough support to gain traction. Some states have taken the responsibility into their own hands, so in California there have been payments made to low- and middle-income residents who filed their 2020 tax returns, while in Florida and parts of Texas there have been bonuses handed to teachers.

“I think it’s unlikely at this time,” Raymond James analyst Ed Mills told CNBC when asked about the possibility of a fourth stimulus check.

What Are Plus Up Payments

People are eligible for plus up payments if, for example, they made less money in 2020 than 2019.

So a plus up payment is simple. Lets say you got your stimulus check based on your 2019 tax returns. But then you filed your 2020 tax return after you got your check. Based on your earnings, you could get more money because your income dropped, as I explained for the Deseret News.

SOME Americans hoping for another stimulus check may get what they wish for next year – if they live in California.

This is because of a $31billion surplus that the US largest state is estimated to have next year, according to a recent report from the Legislative Analysts Office.

This means the state will get to allocate and spend more money in areas that will benefit taxpayers leaving another round of stimulus checks possible.

So far, California Governor Gavin Newsom has committed to substantially boosting one-time investments in infrastructure.

Its now been two months since the third round of COVID stimulus checks began hitting Americans’ bank accounts. Thats a long time to get by on $1,400, especially if youre still out of work because of the pandemic.

Milliions of Americans say the government needs to continue providing direct relief payments until the crisis is no longer throttling the economy. That group includes everyday folks and some of the countrys most influential politicians.

The White House says stimulus checks “are not free,” and that it’s up to Congress to decide whether to provide more of them. Will House Speaker Nancy Pelosi and her fellow lawmakers give you a fourth stimulus check? Here’s what we know.

When Will The Third Stimulus Check Be Sent

The goal of Democrats was to pass the bill by this Sunday, March 14. That’s when extra unemployment assistance and other pandemic aid expires.

With Biden signing the plan on Thursday, Democrats have met that goal.

White House Press Secretary Jen Psaki announced shortly after Biden signed the bill that the IRS and Treasury Department are working hard to get payments out. She said some people will see direct deposits hit their bank accounts as early as this weekend.

“This is of course just the first wave, but some people in he country will start seeing those direct deposits in their bank accounts this weekend and payments to eligible Americans will continue throughout the course of the next several weeks,” Psaki explained.

The IRS said Friday the payments were already being processed and concurred that direct deposits would start arriving this weekend.

During the first round of stimulus checks in April 2020, it took about two weeks for the federal government to start distributing the money. It took around one week for the second round of checks, worth $600, in early January partly because the infrastructure from the first stimulus was in place.

One factor that could complicate things is that this is also tax season. The IRS will be trying to send out stimulus checks while also processing incoming tax returns and calculating refunds.

Some States Have Taken Matters Into Their Own Hands

Depending on where you live, you might be eligible for stimulus money in 2022 in one form or another no matter what the federal government does and thats bad news for people in non-stimulus states who were hoping for a fourth federal package.

Some states are forming their own stimulus money, making it even more unlikely that the federal government will create more stimulus checks, Anthony Martin, CEO and founder of Choice Mutual.

Many states including California, Georgia, Connecticut, Florida, New York and Tennessee did, indeed, deliver supplemental stimulus payments. Some of those states might continue those programs into the new year but theyre not the same everywhere you go. Some took the form of nearly universal checks, others were specific to certain occupations like teachers or first responders, while others were reserved for students or administered through an expansion of programs like SNAP.

Beyond That Dont Get Your Hopes Up

There is a widespread consensus that the political will that would be required to push through a fourth stimulus package simply doesnt exist.

Unless conditions get dramatically worse, its unlikely that more direct stimulus checks will be sent out next year, said Carter Seuthe, CEO of . The current administration has shown little appetite for passing such measures by executive order, and Congress has been dragging its feet on passing major infrastructure spending.

Only a calamity like March 2020 could muster up the kind of political consensus needed to spend hundreds of billions of dollars on continued pandemic relief.

At this point, Id say the odds of another round of stimulus checks are fairly slim, said Riley Adams, licensed CPA, senior financial analyst for Google and chief editor of Compare Forex Brokers. For that to happen, data would need to show a rapid spike far above consensus expectations for Omicron cases. This would need to result in large shelter-in-place orders coming out across most, if not all, states. As a result, it would be hard to coordinate and take action on the need for another round of stimulus checks nationally when so many states would opt not to follow a shelter in place order, preferring instead to remain open to avoid a potential downturn in the economy.

Third Payments Differed From Previous Economic Impact Payments

The third payments differed from the earlier payments in several respects:

  • Income phaseout amounts changed. Payments were reduced for individuals with adjusted gross income of more than $75,000 . The reduced payments end at $80,000 for individuals and $160,000 for married filing jointly. People above these levels did not receive any payment.
  • Payment amounts are different. Most families received $1,400 per person, including all dependents claimed on their tax return. Typically, this means a single person with no dependents received $1,400, while married filers with two dependents received $5,600.
  • Qualifying dependents expanded. Unlike the first two payments, the third payment was not restricted to children under 17. Eligible individuals received a payment based on all of their qualifying dependents claimed on their return, including older relatives like college students, adults with disabilities, parents and grandparents.

Is There A Maximum Number Of Checks A Household Can Receive

All dependents are now eligible for stimulus payments in the third round. The payment should include all eligible dependents and will be paid in one lump sum to whoever claims them, according to Tucker.

There is no limit defined in the law, however normal IRS checks and balances probably will trigger a second look with a tax return with 10 family members but certainly is legal, says Steber. Remember, any individual who is a taxpayers dependent will not get their own check, instead they should be on the parent return giving the parent the additional money.

Some top economists have called for more direct aid to Americans. More than 150 economists, including former Obama administration economist Jason Furman, signed a letter last year that argued for “recurring direct stimulus payments, lasting until the economy recovers.”

Although the economy is improving, millions of people continue to suffer from reduced income and have not been able to tap government aid programs, Nasif said. Only 4 in 10 jobless workers actually received unemployment aid, according to a from economist Eliza Forsythe.

Many people never applied for unemployment benefits because they didn’t think they were eligible, while others may have given up due to long waits and other issues.

“You’ll see reports about how the economy is starting to grow, but there are a lot of Americans living paycheck to paycheck, and for a lot of them the government relief programs haven’t been able to help,” said Greg Nasif, political director of Humanity Forward.

What Happened With Surprise Medical Bills

The agreement will make these kinds of medical bills illegal. These bills typically surface after an out-of-network provider is unexpectedly involved in a patients care think emergency room physicians, anesthesiologists and ambulances.

Patients might go to a hospital that accepts their insurance, for example, but get treated there by an emergency room physician who doesnt. Such doctors often bill those patients for large fees, far higher than what health plans typically pay.

Under the new law, instead of charging patients, health providers will now have to work with insurers to settle on a fair price. The new changes will take effect in 2022, and will apply to doctors, hospitals and air ambulances, though not ground ambulances.

Will Anything Else Change

There is a provision to help unemployed people who have a mix of income from both self-employment and wages paid by other employers. These people are often stuck with a lower state-issued benefit based on their wages.

The agreement will try to ameliorate that problem by providing an additional federal benefit of $100 weekly to individuals who have earned at least $5,000 a year in self-employment income, but are disqualified from receiving a more generous Pandemic Unemployment Assistance benefit because theyre eligible for state benefits.

Lets say a person earned most of their income through larger freelance jobs from movies, but took lower-paying jobs at restaurants in between. Such a worker would qualify for lower, state-level benefits based on the restaurant work.

This $100 weekly payment will be added to the $300 weekly federal benefit, and will also end on March 14. The benefit will begin only after your state reaches an agreement with the Labor Department.

Are 4th Stimulus Checks Really Happening

Expanded unemployment benefits from the federal government would be extended through Sept. 6 at $300 a week. Thats on top of what beneficiaries are getting through their state unemployment insurance program. The first $10,200 of jobless benefits would be non-taxable for households with incomes under $150,000.

Additionally, the measures provides a 100% subsidy of COBRA health insurance premiums to ensure that the laid-off workers can remain on their employer health plans at no cost through the end of September.

The legislation would send $350 billion to state and local governments and tribal governments for costs incurred up until the end of 2024. The bill also requires that small states get at least the amount they received under virus legislation that Congress passed last March.

Parents Throughout The United States

Parents with incomes under $150,000 , or $75,000 are the largest group on track to get another stimulus payment.

See, the American Rescue Plan Act — the coronavirus relief passed by President Joe Biden — did more than just provide $1,400 stimulus checks. It also expanded the existing Child Tax Credit and established the monthly distribution of Child Tax Credit payments beginning in July.

The expanded Child Tax Credit, which is currently in effect through the end of 2021, provides parents with a refundable tax credit valued at $3,000 for each child of age 6 through 17. Those with children under age 6 receive an extra $600, for a total of $3,600 per young child.

Half of the total credit amount is being distributed into bank accounts during the months of July, August, September, October, November, and December 2021. Most eligible parents have already received the first five of these payments and are on track to get the last one in December. These monthly payments will deliver half the credit, with the remaining half claimable when filing 2021 tax returns. Democrats are also aiming to extend the expanded credit through 2022 as part of their proposed Build Back Better legislation, so it’s possible that these deposits could continue into next year.

New York Stimulus Checks

In New York, there is a 2.1 billion dollar fund for undocumented workers who were unable to claim financial aid via the federal stimulus. In order to qualify, you will need to be a resident of the state and have made less than 26,208 dollars in 2020.

Furthermore, the New York City Artist Corps will be supporting local artists in the form of a one-off payment set to be distributed in the month of October.
