Congress is still negotiating the bill, with the Senate set to take up Mr. Biden’s $1.9 trillion coronavirus relief bill as early as Wednesday. Since the bill is not expected to attract many, or even any, Republican votes, all Democrats will need to support the bill in order for it to pass, giving moderate Democrats like Manchin leverage to make demands of the president and Senate leadership.

That explains why Mr. Biden would be willing to lower the income phaseout. But because the Senate version of the bill is likely to differ from the House version, which was passed last week, the legislation will have to go back to the House for another vote.

Are $2000 Monthly Stimulus Checks Possible

In response to President Biden’s American Jobs Plan proposal, a group of 21 senators on March 30 sent a letter urging the inclusion of stimulus checks in the legislation. The group called for recurring payments as long as the pandemic lockdown continued, meaning people would get monthly checks from the government. No amount for the payments was specified.

However, Rep. Ilhan Omar, D-Minnesota, tweeted earlier in January that she wanted to see $2,000 per month.

If that amount sounds familiar, it’s because now-Vice President Kamala Harris threw her support behind $2,000 recurring checks during the negotiations for the second stimulus check legislation in the summer of 2020.

The proposal has also gained plenty of support outside of Congress: Six online petitions calling for $2,000 monthly stimulus checks until the end of the pandemic have been posted. The biggest petition, on Change.org, has been signed by more than 2.8 million people and has a stated goal of reaching 3 million.

How Is The Third Stimulus Check Calculated

The stimulus plan mandates the treasury to rely on 2019 and 2020 tax returns to calculate how much you could get for the third round of stimulus checks.

Congress approved limits based on adjusted gross income ranges. This means that taxpayers making less than the minimum threshold could get the full stimulus check, while those earning above it get reduced payments until they are fully phased out at higher incomes.

The House of Representatives passed the American Rescue Plan Saturday morning by a 219-212 vote, hours after going through the House Rules Committee. The bill will now be sent over to the Senate for consideration, but the timeline for passage there remains in some question.

The legislation provides a third stimulus check that amounts to $1,400 for a single taxpayer, or $2,800 for a married couple that files jointly, plus $1,400 per dependent. Individuals earning up to $75,000 would get the full amount as would married couples with incomes up to $150,000.

The size of the check would shrink for those making slightly more with a hard cut-off at $100,000 for individuals and $200,000 for married couples.

Some Republicans want to cut the size of the rebate as well as the pool of Americans eligible for it, but Biden has insisted on $1,400 checks, saying thats what the American people were promised. The new round of checks will cost the government an estimated $422 billion.

Efforts to enact a $1.9 trillion coronavirus stimulus package moved ahead Tuesday as a budget resolution passed its first test in the Senate and President Joe Biden told Democrats Tuesday that a Republican counterproposal was too small.

The Senate voted along party lines, 50-49, to begin debate on the resolution, which would trigger a process known as reconciliation, preventing a filibuster and allowing Congress to pass Bidens plan by majority vote in both houses.

Biden earlier addressed the Senate Democratic caucus at its virtual luncheon and said he told the GOP senators whom he met with at the White House the day before that their $618 billion package wasnt enough.

President Biden spoke about the need for Congress to respond boldly and quickly, Senate Majority Leader Chuck Schumer, D-N.Y., said at a Capitol press conference after the luncheon.

He was very strong in emphasizing the need for a big, bold package. He said that he told Senate Republicans that the $600 billion that they proposed was way too small. If we did a package that small, wed be mired in the COVID crisis for years.

Like Biden, Schumer said he welcomed GOP support and would entertain amendments to the larger bill once it reached the Senate floor, but was going to move toward quick passage of the legislation.

Are Adult Dependents Getting Third Stimulus Checks

The new stimulus plan expands eligibility to adult dependents, including college students, elderly relatives and disabled adults.

The text of the plan redefines the term dependent according to section 152 of the tax code, which includes both qualifying children and adults: Section 152 provides that the term dependent means a qualifying child ) or a qualifying relative ).

While the plan pays out $1,400 for each qualifying dependent, families should keep in mind that the targeted lower income ranges exclude them if they earn over $160,000.

For reference, the second stimulus checks provided additional $600 payments for qualifying dependents under the age of 17. So a couple filing jointly with three eligible children could get a maximum second payment of $3,000 .

Under the first and second rounds of stimulus checks, children and adult dependents over the age limit could not get an additional payment, and they did not qualify for a stimulus check of their own either.

A Fourth Stimulus Check: Will They Or Wont They

While millions have their fingers tightly crossed that President Biden will agree to a fourth round of stimulus checks, the White House has said it’s essentially up to the folks at the other end of Pennsylvania Avenue to make the next move.

“Well see what members of Congress propose, but those are not free,” Press Secretary Jen Psaki said, referring to the cost of supplying more checks.

A fourth round of direct payments would have to be approved by the House and the Senate before landing on Bidens desk. And that’s not necessarily a slam dunk, as the president’s party holds both houses of Congress by the super-thin margins.

New Push From Powerful Congressional Panel

A new pitch for additional stimulus payments has been made to President Joe Biden in a letter signed by seven members of the influential House Ways and Means Committee.

Long considered the most powerful panel in Congress, Ways and Means is responsible for writing tax laws and essentially controlling the government’s purse strings. The letter urges Biden to include direct payments in his proposed $1.8 trillion “American Families Plan,” which he unveiled in late April.

The lawmakers say the last $1,400 check was not enough to get households through the year. A fourth and fifth stimulus check, the signers argue, could keep an additional 12 million people out of poverty.

“The pandemic has served as a stark reminder that families and workers need certainty in a crisis,”the letter says. “They deserve to know they can put food on the table and keep a roof over their heads.”

In a census survey, most people who gave an answer said they spent their third stimulus checks on food, housing , utilities or paying down debt.

While some used their stimulus payments to invest in the high-flying stock market a trend that has been widely reported on others spent the money on nonessential, but necessary, things including affordable life insurance. Sales of those policies have surged during the pandemic.

House Vote On Stimulus Check Proposal Will Take Place This Evening

After weeks of discussion in Congress President Biden’s American Rescue Plan will finally be put to a vote in the House of Representatives this evening. At 9:30am Eastern Time the House Rules Committee will meet to prepare the final bill for the House floor, after the Senate Parliamentarian ruled that the proposed minimum wage rise to $15 per hour could not be passed using reconciliation.

The Democrat-led chamber is expected to vote in favour, meaning that the third stimulus check moves closer to becoming a reality. Biden is desperate to see the bill passed before 14 March, which is when some of the provision from the emergency relief bill signed in December runs out.
