People Will Receive A Stimulus Check In September
While the second round of economic impact payments remains on the backburner due to Congress’s inability to pass a new coronavirus relief package, 50,000 people who didn’t receive a payment from the first round will receive a check sometime in September.
The IRS will begin mailing checks in early-to-mid-September to 50,000 individuals whose portion of the economic impact payment was diverted to pay their spouse’s past-due child support. Under the Coronavirus Aid, Relief and Economic Security Act, $2,400 payments were made to eligible couples filing jointly with incomes under $150,000.
However, that money could be intercepted if a person was past-due on their child support obligations. If one spouse was behind on a payment the other could file an injured spouse form with the IRS, which allows the person to retain their share of their joint refund.
Eligible spouses who submitted that form, along with their 2019 or 2018 federal income tax return, do not need to take any action to receive their portion of the economic impact payment, according to the IRS. Those who didn’t file the injured spouse form will also receive their portion of the payment automatically, although the IRS doesn’t have a timeframe for when that will take place.

A report released earlier this week examines poverty in the United States and compares the effectiveness of government stimulus in response to the two most recent economic emergencies: the 2009 financial crisis and the 2020 coronavirus pandemic.
The third of the six advance monthly Child Tax Credit payments will hit bank accounts 15 September.
The payments were authorized through President Bidens American Rescue Plan which greatly expanded and increased the tax provision, but only for the 2021 fiscal year. An extension is being floated currently in the House.

Parents who added a child in 2021 could be getting up to $1,400 after they file their 2021 taxes this coming spring thanks to the American Rescue Plan. The money won’t come as a direct check but will be part of the overall tax return.
The 2021 Economic Impact Payment — colloquially known as the third stimulus check — was actually an advance on what is called the 2021 Recovery Rebate Credit. What that means is that the $1,400 stimulus check most individual Americans received in 2021 is, in fact, money they would have gotten after filing their taxes in the spring of 2022 as a Recovery Rebate Credit.
In other words, millions of Americans already got part of their tax refund 12 months early.

However, the IRS was going off of 2019 or 2020 tax returns for its information on the third EIP. It was using that information to determine if taxpayers would get stimulus money for their dependents. If eligible parents had a child born into their family in 2021, they can request the Recovery Rebate Credit on their taxes to get the payment for that child.
It gets more complicated with adoption because all the paperwork and processes to finalize the adoption must be completed first.
This does not pertain to the first or second stimulus payments that were paid in 2020.

Targeted Third Stimulus Checks
Biden may also “target” third-round stimulus checks to Americans with lower incomes. In December, the House of Representatives passed the CASH Act, which also would have provided a third round of $1,400 stimulus checks and expand the additional payment to all dependents. That bill, however, never got a vote in the Senate and died at the end of the previous Congressional term. The main objection for Senate Republicans was that CASH Act stimulus checks would have been sent to wealthy people who didn’t need the money. Since then, a group of moderate Senate Republicans offered an alternative plan that would also have sent stimulus check only to people with lower incomes. Even some Democrats are pushing for payments to fewer Americans. For instance, Sen. Joe Manchin suggested that he won’t support a third round of stimulus checks unless payments are “targeted” and only sent to Americans who actually need them.

The Centers for Disease Control and Prevention has revised its guidance and recommends that vaccinated people in areas with higher COVID transmission revert to wearing masks indoors again.
Plenty more negotiating seems inevitable before any bill gets passed into law. House Speaker Nancy Pelosi has promised not to take up the infrastructure bill until the Senate also passes the human infrastructure bill. Democrats are already laying the groundwork to use reconciliation again to push through this legislation.
